If skill points are 400 XP per SP why does it cost 70,400 EXP to master a mech?
91 * 400 = 36,400 ?
70,400 / 400 = 176 ?

Because it doesn't.
Unlocking one skill, takes 60000 cbills and 800 xp or GXP. Once that's done, you can unselect/free that skill for free. If you want to retake it, it costs 400 XP/GXP, no cbills.
Ah yes, the skill screen has legend 1SP=400 XP. But that's incorrect, once you actually select them, you will see the correct costs. I don't know where you got the 70.400.
