I saw this happen when you get stuck on terrain, then the speed indicator goes wild.. its a bug..
But good to know that the system is ready for 200kph+ mechs ;-)

You can hit certain angles of objects, particularly when falling down from high jump jet maneuvers, that allow for these sorts of speeds.
It's not so much about getting stuck ,it's about landing perfectly on the edge, but without the momentum to carry you forward the last meter or so.
Basically this screen shot was taken after doing a max fuel jump jet, hitting edge of HPG top, and sliding down. If you slide correctly you can get these sorts of numbers (these speeds take a bit of time to 'build up' but we're talking fractions of a second here).

It isn't just the edge effect though. Mining and HPG are great for that particular effect. Used to be really common on Bog too, but I haven't seen it there since they redid the map.
There are several "Velcro" spots where the same thing happens (see Vellron's post above) regarding the speed readout but you are stuck. Iv'e seen in occur if you jump under the platforms at I-9 on Terra, right up against the rocks. Ya get lodged in there and your speed keeps going up though you are stuck fast. Same thing if you jump and land just right in the junction of the left ramp and back wall of the area, just outside of the base spawn, on Vitric. Same thing in certain spots behind the gun on Hellbore. Used to be a spot in upper city on the citadel side of the map, on River City, against one of the buildings by the channel; but I think they fixed that one. There are other's I am sure.

Hooray mix-tech?
There is also an IS Locust with a 240-rated engine, and no mix-tech.
