Yes lower is better and that is encouraging! 45k is still too much, and Russ saying he thought it would go lower still means PGI actually realizes that.

It's clear that the new tech is going to provide the c-bill sink they desire, and in a more sensible way (space poor people can still swap equipment and get the benefits, something not possible with the skill tree). There is no reason to overprice the skill tree with the specific goal of being a c-bill sink.
