Any ideas about the quirks of the incoming resistance heroes?

Probably something like below.

TLDR: Look to the current variants, check the skills tree announcement nerf pdfs, and extrapolate from there. If you think the skills tree is abandoned, look to history.

Offensively, it depends on if the skills tree is really just delayed or not. If it is indeed coming and they still plan on randomly nerfing mechs with an emphasis on nerfing the offensive quirks of the lowest tier mechs the most, then we should be able to guestimate pretty well on the kinds and degree of quirks that these things will end up with; by comparing existing variants, the manner in which their quirks are reduced. Looking at history however we must also assume if a mech has ECM or jump jet capability PGI historically avoids or significantly limits quirks. Example: Compare the Enforcer Hero to the nerfed enforcers and other mechs with ECM and I would conclude that it might not have any offensive quirks, and if it does they will be inconsequential. It's defensive quirks will be similar to those of its chassis mates though possibly slightly less. So too compare the Grasshopper Hero to other hoppers, and I would guess it won't have much in the way of offensive quirks but might get a bit of bonus armor or structure as its chassis mates have.

Likewise, history also shows that as heros they will, at least initially have slightly higher than normal quirks than their chassis mates, just keep in mind that they will fall one way or another unless the mech is especially bad.

I was hoping for actual numbers.

I'd have to give it a lot more study. Based on the skills tree spread sheets, 5-10% on any given offensive quirk, excepting jam chance which is based on number and location of the ballistic mount and that may be as high 40% on single hardpoint low mount variants.

As to the type of quirks who knows? Sorry.

Three months in advance? Are you daft? We don't even have quirks for the ASN, which releases in four days.

Note: I support this. If I was responsible for quirks, I might make general comments, but I wouldn't set anything in stone until about release time so I could react to the current meta. (Nevermind that the actual lead designer wouldn't know the meta if it bit him in the tookus).
