Best match maker in the world can't make good matches if there is not a valid skill criteria and not enough players to make the match.

Match maker isn't really the problem, PSR and player population are.

And waiting 5+ minutes for the "right" players for a match on average takes less then 7 minutes to play isn't a valid option.
