Something beautiful is forming. The basics need some improvement as other posts have noted. Still not everything was said so below are some more ideas.
Needs:
One energy collection point should be in each base plus the three outside between the bases.
The mini map and map should show the walls with lookout towers as dash line and show gaps where breeches are made missing the dash.
When damage is inflicted on a tower or mobile command it should flash on the maps.
Hovering targeting over an energy point should show the percentage of charge.
Faction Warfare a must.
More hp to the towers.
Wants:
Repair station which adds 20 pts/1 ton of armor to a repairing mech at a rate of 1 pt per second. Does not repair internals.
Snipe platforms inside the base would be nice. Destructable and accessable only by jump jets.
Drop ships should bring an ammo crate which gives up to 1 ton of ammo most depleted on the mech that captures it. Either side can capture an ammo crate. Crates can pile up and a mech can pick more than one up.

If they make it asymmetrical, the Radar and Air Tower should be nearer the attackers' spawn while the ECM should be nearer the defenders' spawn but ALL outside the base. I'd ditch the Dropship in favor of Shilone/Stiletto bombing runs like normal airstrikes every 2-3 minutes or so, as called by the Company/Lance commanders to encourage people to actually take on those roles.
Or maybe retain the symmetry, but make it more than one base per side to destroy, like maybe three smaller bases scattered around the map (with each lance spawning at each of the bases), and there will just be one kind of tower per base. Each base health should be considerable enough that it can't be destroyed by just a pack of light mechs in 10 seconds (maybe give each base a little over half the health of the Orbital guns in FP?)
And the... batteries? You have the tech to power mechs indefinitely but need batteries for buildings? Eh...
And the name "Incursion" sounds a bit... underwhelming for the potential scope of the game mode. Perhaps... Onslaught? Blitzkrieg?

What the game mode needs is a repair function, otherwise its just skirmish with bases.

Also they have missed the opportunity to bring a game mode with respawn outside of cw.
Escort is the only game mode which ends more then 1% of all played matches without killing all.
All other game modes are just skirmish matches with some forced hot spots to fight.

Add respawns. Reward objectives, not PKs. /solved. PGI will never do it though. Makes too much sense of their taste.
