In the end, find 2 builds for the IIC you like, put one on the IIC and the other on the IIC-C.
4 AC2 types or 3 AC5 are too hot and too much tonnage personally.
I do the dual UAC10 on one and UAC10 + UAC5 (half the Kodiak loadout) on the other, both with 2 CT lasers.

Hmm, don't take this the wrong way but you're not the standard which we measure builds.
I made 4x ERML + 2x UAC5 work.

Nothing like being the only mech engaging, see enemy throw up a UAV, then sit there waiting for one of the chickens behind me to stop laying eggs and shoot it down so I don't get cored taking a shot.
2 UAC10, 2 ERML worked well for me. Out of the four, that one has the highest W/L ratio according to my stats.

It's not the best HBK-IIC that there is but it did the job well enough that for a moment until I tried the HBK-IIC-A I thought it was going to be my favorite of the HBK-IICs. I rather enjoyed piloting the C, just turned out the A was better in the end.

xl275
x2 UAC5 with 5.5 tons of ammo
4 ER small lasers
2 jump jets
targeting computer mk2
its almost heat neutral even with the lasers which is what i like the most.
You can also run the clan version of the IS Hunchback 4G with an UAC20 and 3 medium lasers with alot of speed. You're brawling in a glass cannon but its pretty fun. If you get lucky with the double taps you can bring alot of hurt.

It's decent, it's not great.
I might have dropped a DHS for 2 more JJs, I don't remember. (EDIT: I think I had 1 less DHS with TC 1 in head)
Otherwise something like 2x UAC 10s
The arms on HBK-IICs are largely a waste of effort, strip the armor and put the tonnage to better use.

It varies from person to person, some like the extra velocity (and formerly the crit chance) while some prefer more DHS/speed/etc. However they don't bother with those ERML at all and they mount JJs.

I hate hoverjets, I'd rather have the DHS. Besides, with long range weapons, they should be firing 24/7!

Mediums have the best jump jets, they actually allow you to jump. The only real hoverjets are really Class I and II JJs.

Those 2 extra DHS aren't going to make that large of a difference.
