The simple form of any mech's basic variants are available for CBills is allowed to have any chassis variant allowed to be used. So what I mean is, if you want to take a Heavy Metal you can because its basic variants are out for CBills. But if you want to take a Scorch you can't because its basic variants have not been released for CBills yet.

So basically use in competitive tab will be based on the schedule of cbill release not mc and not pre purchase. This way you have the majority of mechs open to be used in the competitive to help balance out and not have a pay to win scheme.
