You mean, just like how they said the same thing about Energy Draw and Info Warfare? Yeah, we have already had two major initiatives shut down all because PGI couldn't handle our complaints.

During the latest competetive roundtable Russ said loosely something about it coming back on the launch board for May, but thats not a hard date in any respect, ill trust it when i see it.

I'm more concerned about whether they actually understood and fixed the design problems rather than if or when it comes out.
Russ seems to think that the major problem was leveling cost which is quite worrying as the horrible design and balance issues were much larger problems.

I must say I didnt test myself so I dont have 1st hand experience but from what I saw and what I read it seemed like certain underperfoming mechs were going to lose speciality quirks and everyone would recieve the new skill tree quirks.
Therefore I could forsee many mechs being even weaker than they are now. Is that an accurate summary or was I mistaken?
