Came back to MWO a month or two ago with my skill rating at tier two. Since then...
Season 9 - 210 games
1.8 W/L ratio
3.03 K/D ratio
355 Average Match Score
Season 10 - 27 games
3.5 W/L ratio
4.3 K/D ratio
357 Average Match Score
Right now I'm STILL Tier two, with maybe 1/3rd of the bar filled.
What does it takes to get to tier one? I'm kinda tired of getting matched with people who don't know how to torso twist. Believe it or not, these games get boring after a while when you win 90% of games using meta builds. I'm getting sick of running off meta to keep things interesting. Hopefully being tier one will lead to some better matches, but at this rate I will need to play another 500 games before that can be a reality. According to season nine stats, I am in the top 300 rating for match score out of over 25,000 listed accounts, so why does this relegate me to Tier two? Will being Tier one even let matchmaker give me more balanced matches?

Badly.
It's just an XP bar and you haven't played enough...
PS. When you get to tier1 this "I'm kinda tired of getting matched with people who don't know how to torso twist." will not change, you will still see a lot of people like this... with avg match score around 50-100.

Well that's encouraging. Guess I better saddle up for the long haul. Thanks for letting me know.

Well I am not very sure but the only way to reach higher tier is to dish out damage and also win the game (Need alot of winning games to progress).
Even if you lost the match, but the end game stats shown you have progressed(green arrow) is a good sign.
Also when they implemented the tier system, I happen to be in 1/4 of Tier 2.
There is a probability some players were already in tier 1 when the tier system kicked, probably they have played alot of games already.
Took me a while to reach tier 1 but after I feel kind of bored already, so I am staying away from mwo until there is more content.

With your stats you should be gaining with nearly every match. Play enough matches and you will get to T1. That is the good news, the bad news is that there are to few players so MM mixes all tiers to get fast matches.
In short the Tier system (PSR) is a progress bar and means (nearly) nothing for the quality of your matches. The only thing you can do to improve your teammates is to play in a group.

Here is the match score formula for PSR increase decrease. Just try to get the required scores per match and you'll be T1 in a week or two.

On Loss: It is <101 = large drop, 101-250 = medium drop, 251-400 = even, 400< = small rise.
On Win: It is <101 = even, 101-250 = small rise, 251-400 = medium rise, 400< = large rise.
Basically 150 points difference per level.
