Well I always comment from a solo QP point of view, so you get use out of it like 90% of the time. In group play you don't need it obviously, that leaves FW, where your whole unit should run it if you play on IS side.
And AMS is not nearly good enough to be called a hard counter, imho. Pretty much feels like the archetypical soft counter to me (unless FW mode and all 12 mechs use it).
