This might be "Work As Designed", but if it is so, it is bad design.
Is there a reason for having XPs and skill points per mech besides "It Is Easier To Implement"?
Personally, I would suggest following (what might also solve a couple of other of my issues with this system):
- Earn XP per chassis (like in the old system),
- Buy SP per chassis,
- But store unlocked SPs for each mech.
This would allow you to simplify the whole refund system:
- You can add the skill points unlocked in the old skill system directly to the variant. So, there is no need to keep HXP, HSP, no need to add HXP or HSP to mechs, you only buy SPs once for all of the same mechs. This means you need only one form for purchasing SP. Makes things much cleaner. Okay, you would have to refund all modules with CBs, but I do not seen an issue here (other may disagree).
This would allow you use have multiple mechs of the same variant without grinding some of them. And you do not lose your process when selling and later re-buying mechs.

Then dont sell mechs. you no longer need to abide by the rule of 3 for masteries.

A f2p player has a lot of options on getting more bays for free inc the most recent event that ended yesterday.

Says who? You mean the one bay in the last couple of events is enough to sustain a growing mech lab? Let's not be ridiculous here.

At this point, I am just wanting it to be done/over with so we can move on. They need some kind of economy. Without the rule of 3- it is based on individual mechs. For what its worth- chassis based historical XP can be retained, and GXP can be used.
But yes, now if you sell a mech, you lose "skills" (terrible name for mods) made to it- kind of makes sense, even if its not what we are used to.
This fits with lore a bit better (lore wise an individual does not pilot all the mechs in our bays- each one has a pilot attuned to his/her particular mech) if that has any value to you.
I will test selling some mechs and buying in the pTS but your interpretation seems correct &
your suggestions are reasonable. I would not object to things being made simpler- just so long as we don't get more delays.
