So
1 GSP = 1 SP
45k cbill worth in module = 45k cbill + 800 xp

Defender of GSP want the free xp, defender of cbill refund want cbills because they will have abundant GSP that they will ever spend in there lifetime.

Instead of opposing party battling each other to which system to implement, implement both system withouth bloodshed.

Keep the GSP system BUT give the option to turn 1 GSP to 45k cbill for free (with free i am refereing to not do the same thing of pay mc to turn xp into gxp).

conver rate: 1 GSP => 45k cbill

This way both parties have nothing to complain since both can tweak what they want for minor change that PGI have to do in the current refund system. This will also give option for returning players who arent currenly active to pick up where they left withouth getting screwed by either solo GSP or pure cbill refund system.
