Narcs provide enhanced sensor data to teammates to allow quicker locks and longer target decay values. Unlike the the other items in the Aux tree, Narc requires tonnage, crit, and ammo so it makes little sense to require 6 nodes in the Aux tree to enhance a weapon system. You can move it to the Sensor tree with the same number of required unlocks buy putting it near the top of the tree in a manner similar to ECM.
