Are mechs on the PTS stock armor values the same as live? If I max out the tree for a Ebon Jagur will it now receive buffs well beyond what it currently has, or do you have to max the tree just to get BACK to where we are now?

stock armor is the same, any armor node on the ebj is a buff. As for formula they use on quircked mech it is
Total structure = X + X * node%
With X = (base+quirck structure)
example: base = 100, quick = 10 , node = 10%
100+10 + (100+10)*0,1 = 121 structure
this works same for armor also the bonus depend on how much back or front armor i haven't really looked if they do rounding up or down.

Additional note: while you will always get the full structure bonus you paid for, the armor bonus depends on how much armor you actually have assigned.
ie. if you have 0 armor assigned to an arm, you will get 0 bonus armor to that arm. If you only have 50% of the armor assigned to an arm you only receive 50% of the bonus armor to that arm.
In contras armor quirks is a fixed amount of armor regardles of amount of armor assigned to the quirked component.
