I think that Inner Sphere and Clan should be able to pilot each others' mechs in Civil War. This is because the timeline will be far beyond the clan war and in MW4, inner sphere piloted clan mechs all the time. Thoughts?

Lorewise, sure more and more IS units fielded Clantech from salvage. Still I don't think it was as wide spread as many people belive.
Sure some frontline units and some special house units / heroes piloted Clanmechs but the bigger part of the IS pilots where stuck with either older IS mechs or newer IS units.

That we see lots of Clanmechs in MW3/4 is more storyline related.
Remeber that the Inner Sphere is a pretty big place. The IS has a lot more units/personal then the clans ever had. To bring up the IS to field Clanechs so wide spread as it was shown in the games or even some novels would mean to strip down all of the clans to just full up the ranks of the IS, leaving the Clans without any mechs at all.
Also, why produce so many new mechs/models if you just can take the Clanmechs that seam to lie around everywhere, just waiting to be taken?

Theirfore, no. You want to play Clan be Clan. You want to be IS be IS...at least as far as FW goes. QP allready has mixed tech, I don't see a problem there.

Only option I would greant as ok is that we have salvage in FW and units can very slowly build together a mech from the scaps they find.
Like in one battle you get an arm activator from a MadCat. Next mech a foot from a Uller, another match the head of a Nobori-Nin and so on...untill you have a complete mech that one person of your unit can bring to the battle.
Why find so little parts at a time? It should be hard to get the parts, remember that you damage a lot of the components in battle and it should be the highest reward to be finaly able to field a Clanmech in an IS unit.

Since I would guess that units would be able to field complete Clancarders at some point, I would add a limit of max 4 Clanmechs per IS drop.
