According to this spreadsheet from PTS:

Mechs mentioned above will receive the following much needed armor/structure buffs:

Hopefully, they won't suck anymore. Thanks PGI.

I started a topic relating to this after going on the PTS myself and some people just do not get it.
You know going to the PTS meant I had to leave my computer on all night while it downloaded the patch but...
No buts; I slept. Now I ask myself was it worth all the hard work that I put in sleeping while I did this.
To know all this weeks ahead of time. To test all my builds. It was priceless. Swim or die.

Those new structure and armor buffs should definitely help the ACH with its New 185 engine, ;)

While the bonuses to HP are not ignorable, it is questionable if you will want those on clan mechs over maxing out heat gen, torso twist, coolrun and speed tweek.

Yeah, almost as much as the Locust with its 160 base engine

I found the HBK IIC and NTG needed speed tweaks but my MAD IIC was fine with a just few and it's massive sized 370 clan XL. So the MAD IIC being front line ran well with weapon, armor and cool-run nodes.
The ACH always needed more armor but it also needs speed. So it's a toss up between armor, cool-run and weapon quirks. It has ECM so thank god for that because no more radar dep.
One of the biggest new tech/nodes is going to be having 2 coolant flush expendables. So many things are changing in so many different ways but I don't see how not having two coolant flushes won't improve your overall K/D ratio.
I can not cover everything I tested so I'll just leave it be. It was fun though. Time will tell and the PTS servers did not have a very high population so there are many things left to test when it finally go's live.

Where can I check current accel, decel, turn and twist rates?

Assuming they didn't alter them since the last PTS

That's not current values, it's what we will most likely get when skill trees hit live servers. The reason I'm asking is because I want to compare current values to the ones in pdf.

ECM will be useless unless you take the ECM skills in the sensor tree - without those nodes you will show up on sensors when 560m away from the enemy or closer, down to 200m if you take the nodes. Its a tax on ECM.

Current values are those based on your current engine as multiplied out but the quirks. Gotta do the math for each mech and each engine to know the "current values". Every mech is different. To wit, I just wrote up a comparison of the Quickdraws 5K 10%, 4H 40%, 4G 60% accel/decel quirks respectively compared to post skills tree of a base line 360 engine and no quirks. You have to do the same analysis for each mech/engine/quirk and then compare to the proposed base engine stats from the pdfs.

Having ECM is not worthless, in conjunction with cover it still instantly broke radar lock for me.
Same effect as the current radar deprivation module. Not very tested though.
Maybe that was not working as intended but no one takes a mech for that sweet ECM it has anyway.
I think the severity of the nerf will depend on the mech and how you play it.
Maybe it's also less of a group thing now.
This may be one of those things I'll have to work out once the change go's live.
It's nice to have all these GSP. I might spend them all and then wish I had more but I doubt it.
