There's pretty much one built in i the in-game system. You can add and remove skills as much as you want and see the total results untill you press Apply.

On a related note - I want to be able to get back (at least a much as is possible) everything I had on my mechs that I had previously basic/elite/mastered. Unfortunately, I foolishly forgot to write down exactly how much each of the old skills gave me. Anyone know where I can find that information, now?
