i did redo all changes and before going to bed i wanted to give it one last try and suddenly it does work - steam is really a Piece of crap...

After i logged on my steam acc via Laptop and everything did work i switched of the Windows Firewall and still i does no work

ok finally i did realize it is a Problem with the german telekom router- i will try to Keep you informed for the ones with the same prob.
