Nothing was nerfed. Things were debuffed. So far, my game experience has improved immensely.

I too am getting the stutters. Means i miss a heck of a lot more than should be happening because mechs i have lined up perfect shots on aren't actually there, but the game has stuttered and i didn't get a chance to do any damage. Is happening regularly.
