I see a lot of hate going around, and while I have not had a chance to delve into this new skill tree it looks very promising.

However, I have one major concern. Why are you charging to respec or re-activate nodes in the tree? It seems quite counterintuitive. If the point is to make it so people can have more choice, then trying to marry them to their decisions will prevent that.

Similar games let you freely decide what your skills are at no cost. League of Legends, for example, allows you to do whatever you want whenever you want with Masteries.

The biggest criticism I've always had of this game is the obnoxious pay walls that are put up (be it either via grind or money) and this just reeks of another one. Yes, people will eventually have so many c-bills or experience that they won't have anything to buy with them... but all you're doing with those who don't is slowing their enjoyment of the game.

If there's one change that should be made ASAP in this patch, it's removing the cost of re-activating a node. It just seems to serve no purpose other than to force players to stop and think "Should I really pick this node?". No, players should be free to explore the tree and try new things out on a whim.

Paying 400xp per node to respec on top of the 800 p and 45k c bills is a little bit stupid i admit.

More than a little bit, especially since PGI has announced multiple changes for the Skilltree over the next months. For example new nodes for the new tech.

I think balance changes and Skilltree improvements are a very good, but not if I am forced to pay and grind for them.

It's a cash sink because they take the fact that you choose this game over another for granted.
