If it's fixed, then it can be only used when you are holding position. And if you are holding position you can either take cover from LRMs, or stay near your ECM teammate. So I would take recently buffed tatcical strike ainstead.

I would run a ecm consumable but not if it were only stationary

think of it as an ECM becon drop an forget not for one moving mech but to help your team do stuff like cover a push or hold the high ground anakin an so on. Think of it as a ECM becon in escort mod but droped were you think it well help your team the most.

60 seconds is too long. Not even UAV lasts that long. Considering its power, either make the duration shorter, or reduce its area.

I was thinking something different, like a EMP blast that disables enemy mech's radar, etc.

Yes, the effect would be the same.
For duration and area, I'm not too sure on that, considering regular ECM is 90M. Perhaps a 300-400M Radius in all directions, for a counter, perhaps a EMP counter-measure consumable that negates the effect on the mech that uses it.
