I haven't noticed any sort of delay.
If anything, the JJs have never been better (ever since the JJ nerfs at least) when you cram the maximum of JJs allowed into the mech and max-out the JJ skill tree.
Quickdraw 4G with max JJs (7 tons, hahaha) + skills feels really nice when jumping. Wish all mechs felt that way.
P.S. Just because i haven't noticed a delay, doesn't mean there isn't one. I'm not a very perceptive individual, when it comes to such things.
