But if probably done this won't be a problem. Once in external view the keys/buttons/mouse axis/joystick POV used for aiming, turning and other mech functions will be used to control the camera instead, and there's no HUD to help you aim, so you can't fight effectively if at all while in external view.

Actually I did search, and all I got is people complaining about the game switching to external camera when they fall/die or something, and a few people asking about 3rd person view.

In that case, the simple answer is: No.
They are looking into having post-battle replays.. but this isn't in the game yet.
As for external views during combat (which is 3rd person, no matter what you want to call it), they (the devs) don't want this at all.

The Dev.'s have stated that an outside "free roaming" view is going to be available at some point. This may be usable for "Match events" by referees or commentators.
It was also discussed as a means to observe the "taped" battle after the match, similar to what flight sims do. League match's of MW:LL were often shown on you-tube from a free floating camera perspective. Some restrictions would need to be implemented to dissuade voice Comms to either team. Or as stated before have it only available as a "replay" device.
Note here: In the canon story line, the beagle active probe had a recording device in it to capture all the battles, for later replay by the pilots or commanders.
