Try clearing the DX cache files out.
It's "%USER%\Saved Games\MechWarrior Online\Shaders\Cache

Specs:
MSI B350 TOMAHAWK bios 1.31
RYZEN 1700 8-Core OC'd to 3.7 with stock cooler
Corsair Dominator Platinum 16GB running at 2666 because I still haven't achieved the 3000 setting yet.
SAMSUNG 960 EVO M.2 250GB NVMe PCI-Express 3.0 x4

still using my old gtx 760 2gb for GPU

The issue I'm having is that every time I try to play MWO my FPS drops to 10-15 solid as soon as I get into a game on any map. I've tried adjusting every setting to low and it didn't improve at all.

Which type of CPU cooler are you using? All In One? Or Air?

I had this same problem as you, and it turned out that my cpu was reaching temps into the 88-92 degrees Celsius. Which is not good for a CPU at any rate. If that's the case, then you need to get a new CPU Cooler. I recommend the Master Air Pro 4. That's what I'm using on my CPU (i7 6700K; not overclocked). My temps are holding a steady 67 degrees Celsius.

Correction: my temps incorrect. they are holding at a good 27.6 degrees Celsius, not 67. my apologies

did you end up resolving issues here ... if not, have you done any recent bios updates, assuming your not experiencing throttling, you shouldn't have big problems ....
