Do Skills Have To Be Purchased In Order?

If I buy skill #2 (or higher) but do not buy skill #1, will that particular skill still activate?

For instance, does seismic sensor 1 have to be bought before seismic sensor 2+ for the skill to be active or does each skill activate on the first skill bought regardless of the skill number?

No, you do not have to purchase NODE 1 to get NODE 2. The nodes are numbered to help indicate which node is which and to and the number of nodes, and it allows PGI to differentiate between each node.

I reworded the question as I didn't mean to ask if one has to buy skills in order. Rather, will a skill activate if I do not buy skill number 1?

The number of the skill does not matter to how the skill functions.

For example, if you purchase Radar Dep 2, without getting Radar Dep 1, you will still have the benefits of a single active node of Radar Dep. (The nodes stack their affects, which is why if you look each one gives you the same benefits,)

The number associated with the nodes is only for a means to give them a distinction. Instead of having a billion "range" nodes, they numbered them for easier ways to track them. (Such as if you wanted to make sure you got all range nodes, it makes it a little easier to locate them all.)

Another bit of info I noticed :

The number on the node is also an indicator of the shortest path to reach that node.

For example, Node 1 takes less slots to reach than Node 2 ... but if you want a custom path selecting only what you need, you can totally ignore the numbers.
