So, I don't really sign this claim that after new skill tree, there is alot more LRM mechs going about, but if it's true, I'm pretty sure LRM missiles are drawn by CPU, because they are small stuff and GPU is not made to draw small pixels, so if they are more LRMs in the air than before, it can affect FPS unless you have really good CPU.
Besides that, I can't see any change in the actual game that could affect FPS. Incursion mode could have slighly lower average FPS than for example domination, because they are more markers drawn to the map and screen, but has anyone even noticed it? Most map changes have been really small and I think latest were not on last patch.

Actually, before you do that, have you tried running the repair tool? I used it to clear shaders and my FPS went up dramatically. From 5-ish in the skill tree to 30-ish, and 40 up to 60 in game.
I still get some major frame rate drops, but it seems to be map-dependant and very brief (usually). Probably an issue with the old CPU, honestly.

Thank you.
Looks like the last thread on user.cfg is from 2016:

I'm using MW:O over steam. Already went and deleted the shader cache.

Especially turning down water reflections has helped a lot.

Yes, engine got updated silently. It's also possible that individual Skill Tree calculations require more CPU cycles and also very possible that more invisible Flash Scaleform was added to game.

actually that's not true, the engine has had the cvars separated for a long time, and while they were all scaled to the same values, we (me and others) declared a lot of it to be junk ... its something that should have been implemented, ages ago, when the code was actually changed, so I doubt its having a sudden CPU impact ...

I've seen it, but only because I went looking, cant say I've done it for incursion, the log file would probably end up like 200mb for one game, in things I'e seen, a 8 minute game, can update the 'battlegrid' 90,000 times, that battlegrid, is updated more than 100 times per second, and ive tried slowing it down, but the client reupdates the figures, as often as the server sends them, even if you tell the client not to 'draw' the map for amount x frames ...
theres two things you can do to test how much impact its having at your end, firstly a while ago, they added a key, its normally -> ; <-, which turns off updating the hud for friendly mechs ... I don't really advise this, as eventually you'll shoot a friendly ecm mech in the back ... secondly, you can use the shortcut 'right-shift+F11' to completely disable flash elements while in game, and this is where you get a real sense of how much its impacting you ... doing it on the testing grounds (singleplayer) will probably make a 1% difference, doing it in game, could be more than 25% of your total FPS ...
I could give you giant lists of cvars that probably have very little impact at all ... but the question is, how much of your life do you want to waste with it ...

For the few that noted it, their OS had just been updated with the Windows 10 Creators update. Issues like this has been reported in other games. A few Options that the players did was to roll back the OS update itself, some rolled back to an older driver, a few reported they had to do a COMPLETE GPU driver uninstall/install. Some have reported FPS drops in their games when in Full Screen mode due to their LCD screen running in 24hz instead of 60hz, Windows 10 software engineers had some threads going in April when it was rolled out to some users.

Also I do believe that Scaleform, beside being mainly CPU thing, has some sort of memory leak. When Skill Tree kicked in I've spent like 90min in mech lab checking mechs and after that my game became very sluggish. FPS went down by like 50%, until I restarted it. If there's such thing happening in Scaleform Skill Tree then I guess normal HUD has similar problem, it's just not noticeable.
