Yeah, I know. I've seen some theorycrafting on these forums with smurfy look and civil war components. I figured there might be a civil war beta version of smurfy out. It'd make all that pen-n-paper stuff quicker.

Smurfy hasn't done "beta" stuff before or since the Phoenix Project mechs.
If it helps, you might want to look into one of the Tabletop mechlab programs like SSW that let you have all of the stuff from every time period. Only issue is that you have to account for MWO changes (most notably engine and JJ cap rules).
