Does that mean i have to complete the Accuracy Challenge and XP challenge only during week 4 even if it starts earlier?

The accuracy challenges don't count. If you look at the page, it lists the weeks and all the events that fall under it. The accuracy challenges are counted under week 3.
Week 4 includes:
Rush Hour Challenge
Quick Play Victory
Heavy Duty Challenge
Assassination Challenge
Group Participation Challenge 2
Kapow Challenge
Trigger Happy Challenge
