At a glance (from watching it being streamed), the charge up seemed roughly equal to the regular Gauss.

For some reason, PGI likes to invent worse stats for equopment whose only deficiency was being heavier. MASC is the same way, the IS one is worse per rating, as if the IS have the tonnage to spare.
