RAC5 Jam Cooldown = The Normal Cooldown...
So, if you fire until it jams, the only repercussion is having to wait for a full cooldown before firing again (as opposed to having the ability to fight while it cools down). There's no cool-down extension induced by jamming; it just changes the cooldown from a soft cooldown to a hard cooldown.
Is this enough of a deterrent to prevent excessive fire in the field?

Yes? Not being able to fire at all is kind of a bit deterrent, in my mind.

I think what he is saying is there is no real Jam at all. Just a forced cooldown. UAC5 has a cooldown of 1.66 seconds, but if it jams it takes 6 seconds until you can fire again.
So if a RAC jams it should take like 2-4 times the "cooldown" time before you can fire it again.
