Atm Min Range Suggestion - Stepping Fall-Off

ATMs at present work in the following way:

* 0-180m = 0 Damage/Missile
* 180-270m = 3 Damage/Missile
* 270-540m = 2 Damage/Missile
* 540-1100m = 1 Damage/Missile

As Chris has mentioned that they are attempting to avoid taking Streak and SRMs' niche with ATMs, why not have close range damage follow the same pattern? I propose the following:

* 0-90m = 1 Damage/Missile
* 90-180m = 2 Damage/Missile
* 180-270m = 3 Damage/Missile
* Etc.

This means SRMs:
* Deal more damage at their best ranges
* Have a much tighter spread
* Have a higher velocity
* Have more shots per ton

This also means S-SRMS:
* Have much higher velocity and tracking than ATMs within their range
* Have more shots per ton.

These should keep the SRMs and S-SRMs the top performers in their niche, while ATMs become a flexible secondary weapon system for Clan Mechs.

The minimum range of missiles (High Explosive) is not, then this will be more correct.

Screw Table Top values or lore at this point. This is a suggestion based off of what the balancing designer said their intended purpose of the weapon was.
