What's The Problem With Implementing Crit Split Again?

We have endo/ferro upgrades with dynamic slots. We have stealth armor that takes 2 crits in each component except for CT and head. Why crit split is such an impossible task to accomplish? The algorithm must be similar.

HGauss and LB20X are useless without it. And we can pretty much forget about ever seeing Arrow IV in this game.
