I dont, even with your stats i would still go with regular acs.
You cant fix lbx until they can do role they were supposed to do, aka destroy 10 cirts with single shot.

This would be a welcome change, to provide more options for ballistics in general. The Lbx 2 and 5 see very limited use, just having the option would be very nice.
The cone and spread damage is and ok trade off for a lower weight lower heat weapon.
I would also add some extra ammo per ton to help solidify the role of lower overall weight.
Lbx 2 needs projectile speed as well 1500 ish ?

You can't "fix" useless weapon by making other weapons useless.
