i can Confirm that AMS Overload only effects AMS, not LaserAMS,
im pretty sure this is a Bug as AMS Overload states it increase Damage of AMS System(s),

PGI could make the skillnode improve LAMS heat efficiency, to diversify both systems (burst vs. sustain).
