Theres only so much you can do with gauss.
Also imo, having short cooldown gauss sniper without charge is something that isnt available ingame.

if the damage is going to be so low can it atleast weigh one ton less than current? really at its current state being almost half the damage of a normal gauss and not much lighter I dont see the advantages of it or many mechs that would benefit from such a weapon system. Make it lighter leave the damage and charge times and capped to 2 at a time. You will end up with a weapon system for atleast smaller snipers or a ranged poke for larger mechs with out out classing other weapons roles.

Except weight and crits is not something even pgi will meddle in.
