It is currently a pay for only mech so I assume that is part of the reason why.
For example I never saw the assassin until it went up for C-bills. Also never saw the Javelin until snuggles did a video on how awesome it was.
We should start seeing them more once they can be bought for f2p players.

As far as lore/cannon or its lack thereof...why on earth should that bother anyone?
There is absolutely zero relationship between BT cannon and the rest of the mechs in this game; or hell this game as a whole. I mean seriously, do Jaggers have an anti-aircraft role like in lore/cannon? Is the Orion held on a pedestal due to its association with Kerensky like in lore? Are mediums and lights the most common mechs? Do clanners disdain the use of mercs? De we even have a fedcom for our current civil war?
You're turning your nose up to the Roughneck due to it being a "fantasy" PGI made up mech? Well ya may as well turn your nose up to MWO then too. Now excuse me, I am going to go play my Quickdraw; one of my dozens of personally owned and operated mechs. Hopefully the weak and easily damaged ankle structures from lore won't be too much of an issue for me while I go fight as an FRR merc working for house Liao this week.

But, that may change on the live servers with 12v12 latency. For the event I'm running a TBR-C with full C Omnipods to get the 20% jam reduction, and both Skill Tree nodes. One UAC10 and 2 LPL. Jamming as often as the Roughneck on the PTS. At least the Roughneck had the second one to keep firing as I found cover to let the jams clear.

Yet PGI in their FAQ refer to it as a new Canon mech:

On the 2A a Ultra 10 and MRMs is fun but take advantage of the center mounted lasers.
Surprising on the 3A the most effective build is just 4 ER large lasers.

I suck at piloting heavys, but I think the LFE will be great in these! Pack in some firepower.

I mean I'll play it, but as is I feel like it truly isn't a Canon Mech until it makes an appearance in a new Battletech novel, which is very soon I hope.

It's an awesome mech, it's the only mech I own that I play every variant of. I can build a good Roughneck for every variant.

Lore-wise it is consistent with stories of the first mechs being converted industrial mechs.

Wait, what? I thought the Roughneck was disliked because it was a design from the aborted "clicky tech" era of Battletech. Basically, FASA or Catalyst or whoever owned Battletech at the time tried to skip the BT timeline forward a century to reset the setting; this time period was known as the Dark Ages.
The Roughneck was a Dark Ages design. It was hated by lore nerds because it was a 32nd century mech that didn't even exist in the 31st century which is when MWO is set.
Am I completely wrong here?

Yes, you are wrong.
Industrial 'Mech's are not "unique" to the Dark Ages. They have always been in the background of the Battletech fiction. Sometimes prominently. (Aidan fought off a dark caste raid in an Agro mech, they are sighted in Succession war books, etc.)
Just because they never appeared in a TRO till much later didn't mean they didn't exist until the Dark Ages. And even in the Dark Ages, it made sense when you looked at the fiction at the time of release. (Quickly cobbled together arms for quick insurrections by pocket factions.) People just didn't like that it was a total "bait and switch" when what they wanted was more of the classic battletech mechs in pre-painted miniature form.
