What quirks currently affect RACs? Does ballisti ooldown reduce the time for the gauge to decrease for example?

Velocity, range, and heat. But cooldown was said not to do anything to RACs during the PTS.

Ballistics heat is one of the rarest quirks, with only Blackjacks and Annis have them. Oh, and on IFR/MLynx LAs.
