Has anybody else noticed the interesting combination of weapon cooldown quirks on the Cougar yet?
COU-Prime CT: Cooldown -5%
COU-Prime S8: Missile Cooldown -10%
Ok so far, for a net bonus of 5% all weapons, 10% missiles. Great. Now...
COU-C CT: Cooldown -5%
COU-C LT: Ballistic Cooldown +5%
COU-C S8: Ballistic Cooldown -5%
Wait, what? So the set of 8 bonus only exists to counter the LT penalty...ok?
COU-D CT: Cooldown -5%
COU-D S8: Energy Cooldown -15%
Net 20% bonus on energy cooldown, 5% on everything else. Sweet.
COU-E CT: Cooldown -5%
COU-E S8: Cooldown -10%
Flat 15% faster cooldown on everything. *nods*
COU-H CT: Cooldown -5%
COU-H S8: Cooldown +5%
I...whatnow? So if you break the set on the COU-H you get a bonus 5% cooldown you didn't have before, but you lose the -25% UAC jam chance and -10% energy heat quirks.
COU-BA CT: Cooldown -5%
COU-BA S8: Missile Cooldown -10%
Okay, same as the Prime. Fine.

What's up with the C and the H variants? I literally can't follow the logic of this. There must be a reason, but can someone lay it out for me?
The C LT gives +10 armor to the LA, so maybe that penalty is just there to discourage players from making left shield arm builds with the D or BA? But the CT cooldown neutralizes it anyway on every variant, so...wtf?
On the H, did they just decide that the -25% UAC jam chance and -10% energy heat quirks from the set of eight were so powerful they needed a soft nerf and so they neutralized the standard CT cooldown bonus? Dropping both the CT bonus and S8 penalty seems more reasonable but maybe I'm missing something.
Any ideas?

Dont have the Cougar but are you sure some of those quirks are not set of 8 quirks?

Any of the ones I listed as "S8" above (instead of CT/LT/etc.) are set of 8 quirks. My apologies if that wasn't clear.
