RACs dont have increased Crit Chance, so the TC would increase the RACs Crit Chance like any other weapon,
and yes all Crit Chance happens on Hit(all non Laser Weapon) or by Tic(for Laser Weapons)
its just that your More Likely To get a Crit, for Crit Weapons(MG / LBX) this is increase further,

RACs would also benefit from a projectile speed boost on TCs like other Ballistics though I do wonder if Missiles count.

The text is quite clear in mentioning it only increases projectile speed for AC(not LBX) and PPCs. While increasing crit chance of ACs, PPCs and Lasers.
Bit skeptical if it does anything at all to RACs. It should and its possible. But wouldnt bet on it.

Mechanically(game mechanics, not fluff mechanics), Rotary Autocannons don't work like Machine Guns. RAC's actually fire bullets, which had projectile speeds and such.
Machine Guns are in fact lasers - they're hitscan, and what you see is just particle effects/graphical and not in any way representative of what the actual bullets are doing.
This is important to understand, as it impacts how various quirks impact the weapons in question. For example, velocity buffs have no effect whatsoever on Machine Guns, as their bullets hit instantly when fired.

Yeah, it's possible, but RAC's are oddballs.
It PROBABLY affects RAC projectile speed, though. They do have normal projectile speed, and the Targeting Computer DOES affect Gauss Rifles.

Well, LBXs kinda' ARE ACs. And the idea that Rotary Autocannons aren't autocannons is kinda'... yeah. As for whether they are tagged as such in the game's files, not sure. Hopefully someone that knows where to find that info in the game files will speak up.
