Can this mech serve as a good long range sniper?

It's serviceable (obvious choice is a Gauss/ERPPC jump-sniper) but it's not really ideal because the weapons aren't in the same area or adjacent hardpoints.

For the 5M, because of its quirks I'd run with something like this build. It's not a 'sniper' per se but it can put good damage downrange and if you pray to the Jam Gods enough it's also intimidating up close.
