I know about Smurfy. Maybe I'm not using it correctly, but what I am looking for is a tool that let's me pick a mech based on the weapons I want to use. Right now, Smurfy assumes you know which mech you want to use.
I'd like to be able to say I want to use 4ATM's and 2 RAC-5. Tell me which mechs meet that requirement.

I don't think there is a tool that does what you want.
Best thing you could do is go to the smurfy index and look at the hardpoints the mech have, then click on one that looks interesting - you can kinda guess how much weaponry you can put on a mech based on tonnage (at least if you have been playing for a while)

Last I checked you cant use 4atms and 2 rac 5s on any mech. Atms are clan tech and Racs are IS.

Clan Mechs that cant run 4atms and two UAC5
-Ebon Jaguar
-Night Gyr
-Highlander IIC
-Marauder IIC Scorch
-Warhawk (low weight)
-DireWolf (whale)
IS mechs that can run 4mrms and two RAC5/UAC5
-Roughneck
-Jager?
-Marauder?
-Atlas DDC (only 3 missile points tho)
-King Crab

I know Alen, and would have said the same as you, hence the 3 arrows pointing up to ya.

For clarification, the example was just an example. I didn't make sure it was a valid combo. I was just throwing out an example of how I want to use it.

When looking at the mech list here: http://mwo.smurfy-net.de/ it shows the hardpoint counts on the mech so you can scroll around and see if a mech has something like 4 missile hardpoints and 2 ballistic then pick that one. Though it doesn't just auto filter it out for you, you also have to take into account omnipods though, which further complicates it.
Mostly you just got to search around a lot, come up with a build, check which mechs can run it, cross reference that list with the quirks of each of those mechs, and spreadsheet it up to see which one is superior in the stats you care most about. No real simple way about it.
