Sure, but you shouldn't need to Skill up a weapon to make it have basic functionality. That should not become a balance point.

Mechwarrior 4 had the Heavy Gauss working fine with the same properties and no charge-up and MWO's Gauss didn't have a charge-up until June 2013. Charge-up is NOT canon BattleTech, where in the Gauss weapons have no charge phase, so it is always a nerf. RACs are better anyway if you can aim so the charge-up Gauss seems like a farce, more now than ever before.

The light Gauss rifle that replaced it has since proven to do more damage, more consistently.

Heavy gauss has such a short range and short charge that it almost impossible to use. The charge hold is even shorter!
The screen shake is fine.
The charge up time is fine.
The charge hold is too short.
The range is questionable.
A brawler weapon range with an unreliable fire rate (due to having to charge and recharge without firing, sometimes multiple times)....best to stick with a UAC 20 or AC 20
