Terra, once the Clans' main objective in the invasions, is not considered a valid capital world to capture and thus win the phase.
If you look at the map...you will see that Clan capital worlds are all right next to each other...but Inner Sphere worlds are very far apart...so if Clans fail to capture an IS world, they have to trudge their way through dozens of planets to reach the next one. But if IS fails to capture a Clan world, then they can just attack the nearby neighboring capital world a planet or two over.
Given current mismatched victory conditions, travel time of planet-hopping, and proximity of objectives, I don't find this system balanced at all, in a scenario when PGI has been trying to achieve exactly that, or so it was claimed...
In fact, I still find capital worlds pointless-especially considering that the objective has always been Terra-only this time, Terra has no value whatsoever in the upcoming phases.
How does any of this make any sense?
