OP wants a special 'Mech...uh, I don't think there's anything else in Medium besides the Sparky. Gotta step it up to Heavy for the C-bill lasers, most especially the MAD-BH2, TDR-5S-T, and RGH-R.

Although it has not been mentioned (yet) I think I should point out that the Tempest is not a good energy boat even though it has six energy hardpoints and ECM. You can do it, sure, but compared to the other options it does not make much sense.

Also didn't know 2 LPL 5 ERML was good on BH2. I'll have to try it out.

Stepping up to the Thunderbolt Top Dog or the Catapult Jester is a decent compromise. You can run a 315 rated engine in the Top Dog and move 78.5, which is a medium-ish speed. You also have almost 25 tons free for weapons and 9 Energy hard points. It's also more medium sized, unlike your super-tall Grasshopper.
Energy Boat: Looks hot, but no ghost heat (don't pay attention to the CT/LT/RT armor, just max it).

The Jester has 6 energy points and has a smaller silhouette still, and can mount up to a 355 class engine and 2 jump jets. The 2 arm hard points are also decently high-mounted as well. I don't have the Jester, but the other Catapults are fairly competent Mechs, and I know a few people that love their Jesters.
If you aren't stuck on IS, the Pakhet (Huntsman) and Mishipeshu (Stormcrow) can be built into an energy boat with the right Omni-pods. And of course, there's the Nova, the ultimate energy boat.

These are not heros, which is what he asked for. Resistance variants DO earn 30% more CBills, but have to be purchased thru packages for real $$, and I assume he has the MC saved up to make the purchase.

This is nearly exactly what im after, shame its a heavy tho. The reason I kinda don't want a heavy is because of the add wait times. Wonder if I should just suck it up and buy the steam medium package with the Hunchback 4P (S) in it. The 9 Er Medium Lazors on it are amazingly good.
No they don't need to heros in game I am happy to buy a resistance hero or mech if it comes close to what I'm after. Kinda looks like the Hellspawn hero might be what im after but will need to do some more research.

It is. Put the LPLs on the arms on both sides and then put the ERMLs everywhere else. I used to run it with x2LPLs (one on each arm) and 5isMLs with a std300 and it was very good. The isERMLs made it amazing. Its the only real way to run the MAD-BH2 IMO

Both of these are very good at laser vomit with a decent number of hardpoints, good hitboxes and good mobility. The downside is that the arm hardpoints are really damn far below the cockpit. The 27® with 2x LPL, 3 ERML and LFE280 is one of my highest performing mechs despite the awkward hardpoint placement.

You can outfit it to run every role. Squirrel hunter, harrasser, flanker, counter-flanker. You can get it to over 100/kph if wanted, great slim profile, ams, dual ams, JJs. It will go toe to toe with anything in its class clan or otherwise honestly. It just depends on how you decide to out fit it.
I like going with MPLs most times, but I've run 3LLs, MLs, LPLs, and just about everything in between. The new skill tree lets you just desk it out perfectly and you have zero heat issues, especially when compared to the other mechs it commonly goes against.

I have a zombie crab build that is 300 std engine 15 DHS 5 ER medium lasers 2 AMS 2 tons AMS ammo ferro/endo.
Best medium weight tank there is with it's 100+ kph speed 50% heat efficiency and three weapons mounted CT and Head. add in the twin AMS and it weathers LRM/ATM fire like a boss.
She ain't flashy and she won't be blowing holes through assault mechs quickly but what it will do is keep going long after most other highly tuned bleeding edge tech mechs are hobbled and over heating.
