Was just doing a new build out of my HBK-4P. I haven't used it since the Skill trees came about.
Loaded it with lasers and took it for a test run on Crimson.
Overheated on the third alpha.
Went into the Skill Tree and maxed out Operations with the idea that I would get to a fourth alpha before shutting down.
Nothing changed....nada...zip...zero. Do I get my SP back? Is anyone aware of this? Is a fix in the works? Operations used to work in the testing range. I really don't want to rework the 10 or 20 or 30 mechs I have tried to mitigate heat on by putting skills into Operations!

I assume you mean the increased Heat Capacity nodes in the operations skilltree (don't know their exact name)?
It has been confirmed by Chris Lowery that there is a bug right now, where these nodes do nothing. But it will also be fixed in the september patch, in about 2 weeks.
So if you don't want to waste ressources on respeccing, just be patient a little longer. I know it sucks to effectively have "wasted" skillpoints (got these nodes on almost all of my mechs), but it doesn't really make your mech any worse, so no damage there in my view.

Glad to hear there is a bug that has been noted by PGI and that a fix is incoming.
re: Heat Capacity Nodes, The correct term is Heat Containment. I do know what their name is (you apparently do not). Alas, I did not spend time determining that the Heat Containment Nodes didn't work and that the Cool Run nodes do.
In fact, the Cool Run nodes don't seem to work either. At least from a simple observation in the Testing grounds.
