After a long wait time I got dumped into a faction play game against MS with a band of pugs is there no ranking system for faction, most of the players I was fighting with were green esp compared to a 10 man ms group.
To say the least it was a white wash we need something to keep the Crazy skill levels broken up after a long wait getting a NON-game like that is a pain in the behind and there were at least two new player who talked with me after the match and said that they were no longer intending to play as the learning curve we way to steep if that was the opposition.
I think it was made even worse by the smaller numbers of IS players so your chances of getting put up against a large pre-made as they seem to be what are playing is a little higher.
As well as I am sure a turkey shoot can't be much fun either.
Frankly I would rather be unable to be matched against them and wait longer for a game that is a game not a spanking, because 15 mins of being so out classed a chunk of your team don't mange to fire a shot before dying is not fun.

Check the faction forums, lots of threads like this. Faction Play has NO MM. Mercs have the much better benefits as they can flip from one major faction to the next after a one week contract but many stay w/Clans more often than not.
As for using tiers, seriously? Quick Play tiers are screwed up enough as it is since it has a heavy emphasis on forward moment. Play about average and enough games, eventually most will be in the upper tiers.
But have you actually looked at the Innersphere map? Welcome to IS world, especially when there is no event.
With that said, communication, following directions, being aggressive and not running stupid load out, where the game is lost before the drop even happens. Get on the factions TS and hook up with a co-op instead of allowing the game to decide who is on your team.
That is the best you can do for the time being. Many do wish that PGI would put more emphasis on creating a way for FP to drop actual units against another unit before throwing in the pugs, but since Faction Play is NOT even close to being the primary focus for MWO population, do not hold your breathe.
