The cougar has heat dissipation quirks while the adder/kit fox have rate of heat loss quirks. Is there an actual difference here?

Zero difference. Dissipation rate in terms of MWO is the same thing as saying rate at which heat is lost.

tl;dr: Same thing, different wording.
