ive only really enjoyed the HPPC on the Anni build above, each arm can deal 20 pinpoint at a good distance and high velocity doesnt run too hot as long as you time your fire a bit. Snubby helps up close.

I have a Catapult K2 upgrade with 280 LFE,endo steel,17DHS 2 LMGs w/1 ton ammo 2 medium lasers 2 Hvy PPCs.
Marauder 5D with 305 LFE endo steel ,17 DHS, 2 jumpjets 4 medium pulse lasers 2 MRM10s w/2 tons ammo Hvy PPC
Urbanmech UM-R63 180 XL,endo steel,Light Ferro armor, 10 DHS 1 jumpjet 3 LMGs w/ 1 ton ammo 2 ER Small Lasers Hvy PPC.

The only mech that truly felt the cooldown nerf was the Awesome 8Q. It was packing 3 HPPCs, and between the quirks, operations tree, and firepower tree the spam was real. It was the only mech that could truly sustain HPPC fire, and as such it is the only mech that truly feels the cooldown nerf. So good job PGI, you nerfed my Awesome 8Q.
Everything else, if it originally had a PPC for poking, since nutech it now has a HPPC. 3 tons for +50% poke damage is a good trade in my opinion, it makes my lighter mechs feel like they are contributing while waiting for the brawl to start.
Off the top of my head the four most used HPPC mechs are;
Vindicator 1SIB: HPPC, 2 ERML, 2 SRM6+A, XL250
Griffin 1N: HPPC, 3 SRM6+A, XL280
Zeus 6S: HPPC, 2 ERLL, 3 SRM6+A, LE320
Awesome 8Q: 3 HPPC, MPL, std280
Basically a 15 point poke on the brawlers to keep me entertained, and an Awesome. The first three don't notice the nerf because they typically skirmish or poptart with the HPPC then ignore it once the SRMs start flying, but my poor Awesome chafes from the injustice.

I have a few suggestions.
Light Ferro armor is a no brainer it fits and it will allow you to maximize your armor. It's also not all that expensive.
I would swap the MGs for LMGs. My reasoning is you will have a longer reach and that directly translates to more opertunities to deal damage. The longer reach will more than compensate for the lower base damage of the LMG.
For similar reasons you may want to think about ER Small lasers. The longer reach (as I said) opens more opertunity to hit targets. This will be reflected with more damage done per match and as a result higher overall match scores.
Your SRM ammo is a tad low. I would opt to remove the Artemis and add in more ammo. The additional shots now available will more than make up for any lost damage from the occational stray missile due to slightly wider spread. The Inner Sphere SRM4 grouping is already fairly tight and easy to aim. I would just go with more shots overall than half as many tighter groupings.
My personal choice for refits would be...
Light Ferro and max armor
LMGs
Remove artemis
add 1 ton SRM ammo
replace small lasers with mediums
This increases your reach with the secondary weapons and increases your longevity by doubling your SRM ammo. You do take a slight hit to heat efficiency (5%) for the laser swap though.
You could instead opt for the ER small lasers and one additional heatsink and still gain some range and only drop 1% heat efficiency.

Really, the only mechs they work well on are ones with nice PPC quirks, which just shows you how bad PPC's are in the game currently. They need big quirks to be playable.

PXH-1B, GHR-5N, BL-7-KNT, MAD-5D & ZEU-6T
The Phoenix Hawk dropped MPLs down to MLs to make the change.
The Grasshopper, Black Knight & Zeus swapped a STD for an LFE and swapped to LFF armour, to cover the tonnage.
The Marauder dropped LPLs to LLs for the swap, then used tonnage gained from an LFE for more DHS.

First is a Catapult, laid out exactly the same as Lykaon's. It's decent, but nothing Earth-shattering. Still requires a somewhat longer game to deal the damage.
Second is a SHD-2K poptart using one HPPC and one PPC. Again, requires a longer game, but is okay.
Finally is the BJ-3, which is the same thing as the SHD-2K but it can get away with running fewer heatsinks. I like it more than the SHD because of velocity quirks, but it's also nothing to write home about.
I would have preferred PGI not touched the cool-down at all, because it takes long enough to get damage out in a match, but the nerf didn't really hurt the moment-to-moment performance.

The only issue is a torso mounted PPC sits on the hip not up in the hunch.
