Last i recall, they were going to make the first 10 SHS and DHS equal (0.2 dissipation rate) but i think they backpedaled on that and the first 10 SHS are either 0.1 or 0.12 heat/s now.

Extra SHS are 0.12 and extra DHS are 0.15 what im not sure about is whether it's the first 10 DHS that is 0.2 or only the free ones in the engine. The latter would penalize every mech with an engine size smaller than 250.

Pretty sure the internal 10 from 250 engines and above are actual double sinks, and I am pretty sure they made that apply to the first 10 whether they are internal or not (a 200 engine with 2 double heat sinks in arms still counts as 20 normal heatsinks).

Please correct me if I am wrong on this.

That's wrong, only internal engine heat sinks count as true doubles. That's why mechs like the Adder and Kit Fox with locked engines smaller than 250 have a + % rate of heat loss quirk

I had heard (I don't know where and didn't think about it is I rarely to never do it myself) that they changed it pretty recently so the little guys with smaller engines weren't so displaced by it, though it's entirely possible I heard wrong.

Single Heatsink internal 0.12 Dissipation external likewise. Heatcapacity + 1.2 with each external SHS. Internal gives you + 2 each, which should be a bug.
DHS dissipate internally 0.2 and externally 0.15. Capacity + 1.5 with each external DHS.
